I tried to do it from the start screen then click on personalization, then activate windows, but it isn’t there, or when I reboot sometimes it pops up but then nothing happens

When activating I get an error, 0x8004F80B due to ‘non-core’. I am using slmgr and it asks to run ‘slui.exe 0×2 0x8004F0B’ to check the error, but nothing comes up. What did I do wrong? I can’t activate or anything.
